 Delegate Fisher Introduces Bill to Track H-1B Visa's

Delegate Mark Fisher of Calvert County (Legislative District 27C) has introduced House Bill 1366. The bill would require employers to report the number of H-1B or L-1 visa employees to the Department of Labor, Licensing, and Regulation and the Maryland Higher Education Commission. The topic of H-1B visa's has become highly controversial as it's clear that some employers have used them to replace American workers with cheaper foreign labor. 


Fisher said: “Our State considers itself to have the most educated workforce in the United States.  If we have the most educated workforce in the United States, then the question arises: How is it possible that the tech workers and skilled workers would need to be replaced by the H-1B workers?”


The New York Times wrote multiple editorials in the past year to discuss how these visa's were being abused and President Trump railed against them during his Presidential campaign. It is clear that we don't have a clear grasp on how many H-1B visa employees we have, which also makes it quite difficult to track abuses and employment gaps in the state of Maryland. This bill will help illuminate these issues and better help address the employment needs of the state.
